Section 16 Small Grant Scheme

The Section 16 Forum is a statutory requirement under Part 2 of the Social Services and well-being (Wales)Act 2014. It is all about promoting social enterprises, co-operatives, user led services and the third sector to deliver services across the care sector.

 Its purpose is twofold:

  • Transforming care to achieve greater well-being and sustainability.
  • Rebalancing the care market to achieve greater diversity of service providers.


The forum has secured a small pot of funding (£10,000) via the Regional Innovation Coordination Hub to support its work on transforming and rebalancing how care is delivered across west Wales. This funding is available to community or voluntary organisations that are based and working in Carmarthenshire, Ceredigion or Pembrokeshire.

Bids are welcome for any project that promotes:

  1. The development of social enterprises to provide care and support and preventative services;
  2. The development of co-operative organisations or arrangements to provide care and support and preventative services;
  3. The involvement of persons for whom care and support or preventative services are to be provided in the design and operation of that provision;
  4. The availability in its area of care and support and preventative services from third sector organisations (whether or not the organisations are social enterprises or co-operative organisations).


Any proposal must promote at least one of the above across the west Wales region (Ceredigion, Carmarthenshire and Pembrokeshire). It could be a brand new idea that you have not yet started or an existing piece of work that needs a funding boost to complete it. Either way, the proposal must meet the policy objectives of section 16 as outlined above.
